The main prerequisite for the project initiation is the state reform of the energy market, the first stage of which was launched on 01.01.2019 under The Law of Ukraine on the electricity market.
The project goal is to implement the changes envisaged by resolutions and normative legal acts taken to affect the Law by the National Commission for State Regulation of Energy and Public Utilities (NERC).
The adopted changes' essence is to separate the distribution function of electricity and the production function, transmission, and supply of electricity.
As a result of changes, two different companies provide customers with energy services - distribution system operators (DTEK Dnipro Grids) and supply company.
These amendments have prompted the need to completely revise the project customer's reporting system, the supply company “Dnipro energy services”.
It was necessary:
- Completely exclude electricity supply data from the system while retaining historical distribution data
- Bring all reporting forms following the new requirements
- Update the role model
To implement business requirements, we created more than 41 reporting forms during the project, which allow generating the following information for domestic and legal consumers of electricity on a daily and monthly basis:
- Consumption of electricity
- Analysis of payments and receivables, generation of the trial balance
- Indications of metering devices
- Information about equipment (technical characteristics, counters connection points, etc.)
- Balances of electrical grids
- Formation of tasks for inspections of equipment indications
- Reporting is legally established for the National Commission for State Regulation of Energy (NERC) and the Ministry of Energy of Ukraine
The organizational project scope, which covers the production unit of district-scale electrical grids deserves special mention. Within the project implementation, all subdivisions of the Dnipro region received an updated reporting system. The reporting system is based on data from the SAP IS-U billing system.
SAP IS-U is an industry SAP solution for Energy. This information system supports functions such as meter reading, meter data management, planning, billing, accounting, customer service.
It allows tracking multiple data directions:
- The amount of energy consumed by both private households and legal entities.
- Financial information on electricity bills: debts, payment history, settlements (including all reporting documentation).
- Technical infrastructure (data on installed equipment, depreciation, geo-points).
- Balance reserve of electricity from a supplier.
